Leviathans must learn all aspects of knowledge, but will only practice certain types of knowledge best. Since dragons won’t look human after a certain age, they will not perfectly practice the art of infiltration as minority draconian agents do; there’s a yin yang polarity for everything & even the lords aren’t the best in everything at times (all things need each other accordingly). The knowledge of infiltration is important to learn as a mobile archive, but it isn’t as important to practice because the images of master dragons will stand out making it impossible to blend in with their subjects.

The art of possession is much more important to a master dragon than the art of infiltration is in order. Since master dragons could possess others to infiltrate for them selves, the master dragons (etc).

POSSESSIVE FORCES ENFORCING

Hence the reason that some draconian agents must join other militant movements & use those movements to learn their militant skills. The teaching that we won’t always have what we need to grow into the next phase of our lives & that it’s the reason to infiltrate other power groups to learn alternative developments, is the reason that most draconian agents are taught to infiltrate other militant movements to learn military skills that they could latter use for universal order (the CIA did the same with the knowledge of the first american nuclear bomb). Although dragons of certain spiritual degrees will skip such practices of infiltration since they’re raised differently resulting in not going to use such practices of infiltration; some dragons will grow into the first three degrees then skip the fourth, fifth, sixth & seventh degrees into the eighth degree for order since it is what they are raised to serve.

The dragons that skip the practices of infiltration could just possess militant movements or groups to teach them the art of military powers according to stature (etc). Rewards of such possessive forces are much rewarding for the possessed & the possessed are paid their dues; it is considered practice for the real universal battle fields.
